The Quran states in 25:48: "And He it is Who sends the winds as heralds of glad tidings, going before His mercy, and We send down pure water from the sky."

And in 35:9: "And Allah is He Who sends the winds, so they raise clouds... until thou seest rain-drops come forth from their midst!"

Great Islamic commentators including Allamah Tabatabai in Al-Mizan and Ayatollah Makarem Shirazi in Tafsir Nemuneh have considered this verse as a reference to the continuous expansion of the universe.
